At launch 2009 Canon wrote this regarding Canon TS-E 24mm F3.5 L II :

"The TS-E 24mm f/3.5L II is a perspective control wide-angle lens designed to replace the TS-E 24mm f/3.5L, a favorite among many pro photographers for architectural photography. The lens features a precision glass-molded aspherical element for the front element along with three UD elements to minimize lens distortion and chromatic aberrations of magnification. A special sub-wavelength structure coating (SWC) has been applied that substantially cuts flare and ghosting caused particularly by light rays at a large angle of incidence, so that the lens can deliver image quality worthy of the “L”(luxury) lens designation. Along with larger tilt and shift ranges, the TS-E 24mm f/3.5L II comes with two new features — TS rotation, which allows the user to set the angle between the tilt and shift anywhere between orthogonal and parallel, and tilt lock, which securely locks the tilt mechanism in the neutral position. All told, the lens represents a huge step forward, in terms of performance and functionality, from previous models.

A superb refinement to a true Canon classic, the new TS-E 24mm f/3.5L II offers enhanced functionality and image quality in its most popular tilt-shift focal length. Designed with UD glass to minimize and compensate for chromatic aberrations and a specially coated aspherical element for the highest possible glare-free image quality, this tilt-shift lens features an angle of view of 84° on a full-frame camera. New TS rotation lets users freely combine tilting and shifting within the range of +/- 90° in the direction of movement. The Tilt function has an enhanced range of movement of up to +/- 8.5°, a revolving construction for both portrait and landscape shooting modes, locking, ergonomically-designed and easily operated tilt and shift knobs, uses a circular aperture for beautiful out-of-focus areas, and is constructed using only lead-free glass and has an SWC lens coating that controls ghosting and flare to a far greater degree than earlier coating technologies."


Compatibility, autofocus and focal length

This lens is constructed to fit all models of Canon cameras, regardless of camera model or type of sensor.

The possibility of using autofocus (AF) does not exist, since this lens only supports manual focusing.

Lens brightness and image stabilizer

The lens brightness and aperture value is f/3,5.

The lens is to considered fairly bright.  This will make it so much easier shooting in darker environments where you do not want or can use flash lighting, for example in churches or at different sports venues.

The lens lacks image stabilization, which otherwise os good for avoiding the blur that can occur when using slow shutter speeds. 

Filter and Lens Hood

The lens has a traditional filter thread on the front and its measuring 82 mm which also the filter you will use must have. If you use for example an UV filter can be a cheap insurance against scratches and dust.
